Prison Rape Elimination Act (PREA)

Zero Tolerance Policy for Sexual Abuse and Harassment

The Grayson County Detention Center dedicates all necessary resources to battle sexual abuse and harassment in our facilities. To this end, we have instituted a zero-tolerance policy for sexual abuse and harassment that details these efforts. All allegations of sexual abuse and harassment in our facilities are investigated by personnel specially trained in the dynamics of sexual abuse and harassment in a confinement setting.
When appropriate, allegations of sexual abuse or harassment are referred to the Kentucky State Police for investigations of potential criminal conduct and the Commonwealth’s Attorney for prosecution.
The Grayson County Detention Center follows all relevant state and federal laws concerning sexual abuse and harassment in our facilities and provides report information to the Bureau of Justice Statistics, a division of the U.S. Department of Justice, to track sexual abuse and harassment at all levels of corrections and develop solutions to the nationwide problem. All allegations are investigated with the detention center’s specially trained SART (Sexual Assault Response Team), responsible for administrative investigations and criminal matters referred to the Kentucky State Police.
The Grayson County Detention Center accepts reports in numerous ways, including but not limited to reports directly from inmates, reports given anonymously on the agency’s PREA hotline (a toll-free call on the inmate phone system), reports by staff members and volunteers who provide services inside our facilities, and third-party reports. Third-party reports may come from the friends or family of those incarcerated who may have information regarding sexual abuse or harassment that has gone unreported.
As a friend or family member, there are several avenues for you to file a third-party report. These methods are listed below:

1. Request to speak to the supervisor on shift and report the situation directly.
2. Call (270) 259-3636 and request to speak to a PREA investigator.

Investigative Results 2015

The Grayson County Detention Center investigated nine (9) incidents of alleged sexual abuse or harassment reported in the calendar year of 2015.
Four reports involved inmate-on-inmate sexual abuse or harassment. Of those, two were determined to be substantiated, one was determined to be unsubstantiated, and one involved a finding that both participants were willing.
Four reports involved allegations of staff-on-inmate or volunteer-on-inmate sexual abuse or harassment. Three of those were determined to be unfounded, and one was determined to be unsubstantiated.
One investigation was begun after agency investigators uncovered information about alleged misconduct that occurred while an inmate was in the custody of another agency. That information was forwarded to the head of the facility where the alleged incident occurred for further action.
